Loves Cafe, a restaurant, cafe or canteen at 9 West Street, Weston-Super-Mare, North Somerset was given the score after assessment on July 19, the Food Standards Agency's website shows.
It means that of North Somerset's 255 restaurants, cafes and canteens with ratings, 176 (69%) have ratings of five and just one has a zero rating.
